Meridian's official law enforcement. Publicly, the last bastion of civic order. In practice, underfunded, outmanoeuvred, and subordinate to a corporation that barely acknowledges them.

The Meridian Security Force is the official and public face of law and order in the city. Their motto, displayed on ageing vehicles and precinct entrances across every district, is "Order Through Vigilance." Their mandate covers everything from petty crime and traffic enforcement in Nexus to homicide investigations in The Docks. To the public, they represent the last functional expression of civic, non-corporate authority in Meridian.
True reality
In practice, the MSF is an underfunded, overworked, and deeply compromised institution. Many line officers are competent people attempting an impossible job. The organisation as a whole is structurally outmatched. Anima Dynamics outresources them in every meaningful category. The Sleepers' Guild outmanoeuvres them through corruption and analogue networks the MSF has no tools to penetrate. To professional criminals, they are a predictable obstacle bypassed with technology or credits. To investigators like Kaelen Corbin, they are amateurs, capable at handling routine street violence but entirely out of their depth the moment a case touches corporate or high-level syndicate interests.
Culture and aesthetics
The MSF aesthetic is functional, worn-down utility, everything Anima Dynamics is not. Uniforms are drab urban grey, faded and patched. Vehicles are bulky, armoured, and scarred from years of street skirmishes. Precincts are stark brutalist buildings smelling of stale coffee and administrative despair. The contrast with Anima's clinical minimalism is not incidental. It is the physical expression of the power differential between them.
Operations and methods
The MSF relies on traditional, frequently outdated policing methods: uniformed patrols, witness interviews, and basic forensic analysis. They have limited access to the deeper layers of The Echo and are routinely locked out of Anima's private networks, forcing analogue responses to digital crimes. Their relationship with the Sleepers' Guild is an unspoken truce. The Guild avoids high-profile violence that would force the MSF to act, and certain MSF officers tolerate the Guild's operations in exchange for intelligence or credits.
Known vulnerabilities
Chronic underfunding, outdated technology, and systemic corruption across the mid-to-upper ranks. Their most significant structural failure is their inability to investigate crimes that cross the boundary between the physical world and the digital chaos of The Echo. Anima's legislative supremacy clause means any case touching "corporate security" can be removed from their jurisdiction at will, and routinely is.
Threat level
Low. The MSF is not a threat to anyone operating above street level. They are a friction, not a force. A professional knows how to route around them.
